According to Ningbo Municipal Bureau of Environment Protection, Ningbo is to start detecting exhaust gas discharged by motor vehicles. Now, Ningbo is taking an overall action to improve the atmospheric environment.

This action is one of the 10 major actions Ningbo is taking for the ecological construction, and one that concerns people's livelihood. By such means as recovering oil vapor, treating exhaust gas discharged by motor vehicles and setting up no highly polluting fuel areas, this action aims to prevent and control the air pollution. Early this year, for the treatment of the growing exhaust gas pollution by motor vehicles, Ningbo started to implement the Administrative Measures for the Prevention and Control of Exhaust Gas of Motor Vehicles. In the first half of this year alone, the city eliminated 1,429 old cars and yellow labeled vehicles. Now, the city has basically completed the construction of 4 stations for detecting exhaust gas discharged by motor vehicles and is now training the staff and making preparations for the operation of these stations.

An important step Ningbo has taken is to set up the no highly polluting fuel areas. According to the plan, in the following three years, in the area within the ring expressway and in the no highly polluting fuel areas of Zhenhai and Beilun, Ningbo is going to eliminate 810 coal-fueled boilers and absolutely forbid the use of the highly polluting fuels like coal, heavy oil, and biological fuels.

In addition, the city will make strict control in the environment examination and approval, especially the control of the new and rebuilt coal consuming projects. It will stop the approval of the highly energy consuming, highly emitting projects and the projects that are unqualified for the requirements of the functional areas. The city will go on setting up the controlling areas for smoke and dust. It will encourage the comprehensive recycling of the plant stalks and forbid the open-air burning of plant stalks.
